In the Spirit of the original Axis of Evil and the Axis of Just as Evil, I have named the nations of Nicaragua, El Salvador and Panama as the Axis of Not Quite So Evil as the First Evil. Also applying for membership are Luxembourg, Portugal, and the Netherlands as the Axis of Not Very Evil at All. Canada's membership was rejected as too boring.
